Norton deletes POEApi.transport.dll as a virus

What version of Procurement are you using? On what operating system? - 1.8.6 on 
Windows 7

What steps will reproduce the problem?
1. Opening Procurement 1.8.6
2. Downloading Procurement 1.9.0 zip
3. Trying to extract the zip

What is the expected output? What do you see instead? - Expected: Install 1.9.0 
- Instead: POEApi.transport.dll gets deleted because Norton identifies it as a 
virus

Hi,

Procurement moved to github over a year ago, and I have not been monitoring the 
google code issue tracker. 

Google is shutting down google code in 3 weeks time, as such I am disabling 
this issue tracker as I will not be able to reply after that date.
