0.13.1 was released, please add tag 0.13.1

Hey, I noticed that there is a new release, I've even done the change bud my tests are failing. It seems that this release is also affected by a bug. The flag --start-server-load-latest doesn't work anymore. I'm investigating why and am trying to fix it. I'll publish a new release once I find a solution.
