Drop webdav support as it is gone from zope master #19

Not sure this is the right way - but it did allow zope to load again with this installed on the current master.

What do you think?

As far as I know this should make it compatible again with the changes introduced in https://github.com/zopefoundation/Zope/issues/592

I have chosen to leave the support in place and copy over the dummy implementation from the defunct OFS.bbb module. The fate of the webdav module isn't clear right now. Its move to ZServer was unnecessary and there are voices to either move it back into Zope , or spin it out as a standalone package. In either case my solution will make it easier to reintegrate.
