Build Windows wheels on GHA #52

I looked around but could not find where those appveyor tests are configured in the package code. I only found a web hook in the package settings here on GH and deleted it, which should hopefully fix it. I'll kick off another test run to check.

Looks like removing that web hook fixed it.
