Actually, 'pytz > dev' is probably better, since that will make older pytz versions acceptable too. I've no idea why anyone would want to use an old pytz (ok, maybe they like system packages and use a Long Term Support version of their OS), but there's no reason to disallow that.
I've just committed the 'pytz > dev' version myself. Thanks a lot for filing this issue and submitting a fix!
