Completely drop `ftest` support #178

When setuptools < 72 is no longer usually used, we should drop support for ftest completely. See #177 where it was disabled for newer setuptools versions which no longer provide the neccessary infrastructure.

This issue is not yet completed: The code is still there an can be used when using an old enough setuptools version. The idea of this ticket is to remove the code from zope.testrunner.
