MAN_TEST_DISABLE_SYSTEM_CONFIG required to run man #17

It would be good if this wasn't so... At a minimum, this should work if you install into /usr/local/zopen and we set up /etc correctly so that it can find the directory.

@IgorTodorovskiIBM @devonianTeuchter something to consider when we go to a shared repo (also would be good to see if we can auto-index man files via mandb when new man files installed)
