zopen packages are continually "upgraded" even without changes #240

I've noticed that a number of zopen packages are marked as "upgrades" every week, despite there being no changes to the source code. This is especially apparent with bzip2, as that hasn't changed in years. This drives unnecessary upgrades on client systems. Perhaps a release could be postponed until an actual change is made in the source code?

@DevonianTeuchter @AnthonyGiorgio is this fixed now with the rework of zopen install?

I am pretty sure this is still an issue. We don't have the notion of a 'source code change upgrade' vs a 'rebuild was done due to changes in infrastructure'. Realistically, it is probably a good idea to periodically be refreshing the tools since they still do change at a high rate (even if just switching compilers / optimization levels / environment improvements and such).
