Remove 'plumbing' tools from 'meta' that we install

I would like to propose that the 'development' tools that are used be only available in the cloned 'meta' build and not in the shipped 'meta' to reduce the potential for consumers to run tools they shouldn't.

The list I would like to strip from the install 'bin' directory would be:

• zopen-compute-builddeps
• zopen-generate
• zopen-help2man
• zopen-md2man
• zopen-migrate-buildenv
• zopen-migrate-groovy
• zopen-split-patch
• zopen-versions

That's fine with me, we could also move them to a different directory, such as tools/ or devtools/ and provide a .devenv which adds them to the PATH.
