Handling untagged perl scripts

• Currently untagged perl script which contain ebcdic content will fail as they are interpreted as ASCII.
• We may want to consider implementing an environment variable that controls the behaviour of how untagged files are read.
• We may also want to consider implementing a heuristic that checks the contents and determines if the file is ebcdic

Node.js implements envar __UNTAGGED_READ_MODE, which we could borrow for this project - https://www.ibm.com/docs/en/sdk-nodejs-zos/16.0?topic=extensions-environment-variable
