"Balloon" Notifications #182

PeerBlock should support "Balloon Notifications" - those little popup
notification messages that appear in the corner of your screen when
something happens.  

This would allow us to better notify people when we've updated lists (many
people appear to be confused by the automatic list-updating feature), or if
a new PeerBlock version has been detected, or especially if one or more
lists fail to update.
