History file continues to grow #466

What steps will reproduce the problem?

What is the expected output? What do you see instead?
The settings were set to clear the history every 7 days and not grow bigger 
than 100mb. It has reached 12.64Gb and forced me to stop everything.

View history/File/Clear history had no effect yet it showed no entries.

The view was still exactly the same size. I opened int SQLite and found all the 
records intact. I am truncating the t_history table in the hope that I will get 
my PC back.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
V1.1 on 32bit Window XP SP3

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.
