Describe the solution you'd like Tier 2, 3 and 4 welders that can improve the fixing speed of your damaged craft, and can also hold more hydrogen.

Another alternative could just be decreasing the rate at which hydrogen is consumed by higher tiers, or if #119 is implemented, reduce the consumption of those resources.

I think @GuiltyNeko 's suggestion of reduced H2 usage rate is a sensible one for the different tiers - perhaps they could have the tier colouring applied to them, similar to other tiered parts?
