SOE Start Orbiting Hellion is causing orbit code issues #319

Vanilla / HRP Vanilla.

Client Version 0.5.2

Describe the bug Because of how glitch the orbital code in the game is, having an orbit around Hellion itself is not good.

To Reproduce Use the SOE start, it might work at first, but while you playing you will notice glitches happening with docking, login in, random movement glitches.

Expected behavior You should not have any movement glitches in any orbits, but this is not the case in this game.

The solution for this is to move the SOE Start orbit, to be around IA.

I edited the spawn rule for SOE, making so it has a random orbit around IA in a high orbit.
