Add mock observation API for web and mobile simulation #15

Would appreciate a review on this mock observation API. We have discussed it before I believe @gracechoe , and this has been on the backlog for the web/mobile team for some time.

This review should take about ~10 minutes. It's short-- just added one API.

Fixed all of Josh's concerns and I also corrected an issue with the payloads returned.

Thanks Grace and Josh for the review. I will commit another change to add documentation to the README, and after I will merge it in.

EDIT - For now, will just merge this in so people can start using it... will create another PR later
