Custom messages for known translator issues #1379

We get a Google Scholar and JSTOR forum posts pretty much every week. Google Scholar failure shows an error message with a link to known translator issues, but JSTOR PDF just fails without an error (except for the :x: for the attachment).

We could have an optional failureMessage field in items and attachments returned from translators that would be displayed in case of translation failing for translators with issues that are known and come up frequently. Would probably reduce the volume of confused users and forum posts with one-sentence answers.

(And this could be HTML so that it could include a link to a wiki page or forum thread if necessary. I think we'd want to keep the text pretty short, since the popup isn't a great place for reading).
