Add translator for CBC.ca #3268

Translator for CBC.ca, the website for Canada's public broadcaster.

It correctly parses author(s) and publication name from all the different CBC departments (News, Sports, Arts, etc.), which were previously parsed incorrectly in Zotero and not working at all on Cotoid.

Most of the information is parsed from the ld+json file in the head.

Thanks, merged in d916216f997b9765c722e0206ff23e4ad235677e and facbef8de9d001a5a0cc97d5cbe0cbbcf4782fc9. (In the future it would be helpful if you pushed your changes to a new branch on your fork instead of opening your PR from master - that allows me/other maintainers to add commits to your branch in case I spot small issues right before merging. I'm not able to add commits to your master branch. But not a big deal!)
