Config file parser

We should include all the core stuff in a configuration file. Only the basic ones which users most likely want to tune. Those include:

• IP address of the internal network. Retroska should share the common /16 subnet but each instance should use only /8 block for DHCP.
• Passwords for shares, IRC federation and such
• Workgroup name
• Instance information such as
  • Admin name/nick
  • Admin contact email
  • Location
• Synced directories
  • directory path
  • remote URI
