Create major versioning assistant

When it's time to publish a new major release of Zowe, we have to perform a lot of manual steps across each of the repos that uses Octorelease. Investigate if a tool could be created to automate some of these steps. See these PRs for an example:

A series of workflows could be implemented for this. Similar to how the zowe/docs-site PRs are handled with a walkthrough-like sequence of comments. 😋
