What It Does

Fixes all CLI and SDK system tests
Updates the PR template
Unifies Jest configuration

How to Test

From the root of the project

npm install
npm run build
npm run test:unit

Remember to update the custom_properties.yaml before running system tests

npm run test:system

Why merge this without approvals?

This is for an innovation project
This PR won't be published after merging
