Rewrite for v2 Installing Zowe SMP/E with z/OSMF workflow #1989

Hi Sam, I think the issue is resolved so you can go ahead and close it. The chapter at https://docs.zowe.org/stable/user-guide/install-zowe-smpe-zosmf-workflow looks good to me, although there is a part of me that would like to make it more detailed with videos and examples, and I know some customers recently have run into issues with files not being in the right codepage, but for the most part they haven't raised problems with the doc being incomplete.
