The commons-spring library is split into:
1. message library
2. security
3. commons-spring
Enables Java-only applications to use the security functionality or only the message library
Spring related functionality remains in commons (which is an opinionated core for REST API services while the new Java libraries are versatile)
It will prevent the commons-spring library from becoming a monolith that is not usable by existing APIs
