Adding conformance t&c #169

Copying the Conformance program from https://wiki.zowe.org/display/ZCP/Zowe+Conformance+Program+Terms+and+Conditions to github.com/zlc for consistency/version control, ...

Changes from https://wiki.zowe.org/display/ZCP/Zowe+Conformance+Program+Terms+and+Conditions to this PR is to render in markdown text to assist with navigation between sections, and removal of the lines

When a new version of the Test Evaluation Guide is released, conformant   
applications and services must demonstrate that they pass the updated   
tests and meet the updated evaluation criteria within 60 days. Applications    
that do not do so within the allotted time must  not be marked as conformant   
thereafter.

The removal was discussed and agreed at the onboarders squad and the ZLC meeting of March 4th asked for this to be put into github.com/zowe/zlc so that everyone could see and vote on the whether to approve the change.

After this PR is merged pending review, the onboarders squad will send an e-mail to zlc-private asking for a vote to the amendment.

For anyone doing a review if they click on
image and then image the browser will render the T&C in markdown preview mode

I'd also recommend we move this to https://github.com/OpenMainframeproject/foundation - this is a legal document that we want to ensure has legal review before any changes are made. Definitely can still have people provide changes/feedback through PRs still.

Do we have time table for legal review? While this is under legal review and placement is being sorted out - I would like to go ahead and post the LTS policy to zowe.org. The LTS policy does have link to conformance pages. We can point to the current conformance until such time as the new conformance is ready. Adding @RASakach for her awareness/agreement as she has been focal point for On Boarding and new Conformance Criteria.

I can't have legal review until the team working on updates says they are ready for review ( i.e. we aren't the hold up ).

Tks @jmertic - as background if it helps to size the time needed to do a legal review, this document is copied in its entirety from the previously legally approved confluence wiki https://wiki.zowe.org/display/ZCP/Zowe+Conformance+Program+Terms+and+Conditions and the only modification is the removal of the single paragraph as called out in the PR header.
The removal of the paragraph was requested by the onboarders squad as it felt as though it had been included in error originally. @Tbr00ksy may be able to add more detail on the origin of the confluence wiki T&C. I am happy to move this to https://github.com/OpenMainframeproject/foundation and call it zowe-conformance-program-terms-and-conditions.md but I don't have permission to create a branch so I would need to fork the repo and create a PR from there.

Go ahead and do the fork and PR - generally that's the preferred way anyways :-)

@jmertic. I don't think I need to fork because as I am now part of the zlc I have git permissions to create a branch Adding-Conformance-T&C (rather than a fork that non zlc folks are restricted to) which I did to create this PR from https://github.com/zowe/zlc/pull/169. Once you and others are happy with the file (or create a review asking for updates that I'll apply) then, correctly, I don't have permission to do the merge to master branch, which will fall to yourself. I hope that's OK - let me know if not and tks for making sure we do this correctly.

Did you add the PR at https://github.com/openmainframeproject/foundation? Not seeing it there, but maybe I missing something.
