In order to maintain a monthly release cadence with minimal squad-to-squad disruption and make life easier on Zowe vendors and extenders that need to run their operations on a predictable cadenee, I would propose we strongly encourage all squads to adopt a no-accumulation-of-slips policy.
What this would mean is that, while it is ok to release a monthly release late, it is not ok to change the target date of the next release. Thus a release date slip will always reduce the time until the next release date by an equal number of days as the size of the slip.
