Acceptance Criteria: The CICS command line allows 'host', 'port', 'user' and 'password' to be specified to allow execution of commands without a profile being defined or to allow the overriding of the default profile's value(s).

Release Note: Enable CICS plugin usage without profiles

For the documentation task - CICS plug-in docs in DocOps, Zowe docs-site, and CICS github readme all mentioned that profiles are required to issue commands. I changed this to say that "You can create a cics user profile to avoid typing your connection details on every command."

Docs will be published next week/when the code is merged.
