Explain branches in Readme #43

There is often confusion about master vs lts-incremental branches, which one to develop with, and how that choice affects compatibility with each version of the core CLI.

Add an explanation to Readme to prevent confusion.

Here is an equivalent explanation that exists on the Doc Site to copy/use for inspiration: https://docs.zowe.org/stable/extend/extend-cli/cli-setting-up.html#branches
