Zowe SDK - Develop and publish sample Python SDK #187

Description: As a developer that would like to develop conformant Zowe Python SDKs, I would like to have access to a sample SDK to use as a reference.

AC: A sample Zowe Python SDK has been published to GitHub. The sample should provide a developer with enough information to understand the basic structure of the SDK project.
