chore: Update deps, remove unused deps and add to V3 breaking changes

Proposed changes

• Updates concurrently and tmp to newer versions.
  • moved concurrently to the root package.json as it is used in a few packages
• Removes the following unused dependencies:
  • ovsx
  • @types/selenium-webdriver
  • cross-env
  • del
  • event-stream
  • run-sequence
  • selenium-webdriver
• Adds the breaking changes from the FileSystemProvider work into the Extenders.md document
