Can we get ZWELNCH from the APF authorized dataset? #3079

Is your feature request related to a problem? Please describe. Some customers have policies that prevent them from having JCLs that don't require APF authorization in the same dataset as the ones that require them. Currently, it seems we have created a dataset that contains ZWELNCH alongside the other datasets.

Describe the solution you'd like Create a different dataset to hold the ZWELNCH which doesn't need to be APF authorized.

Additional context The installed version of Zowe is 2.2

in 2.3 SZWELOAD was added which serves the purpose you describe, but moving zwelnch will disrupt people. if someone has a strategy for how to do this without causing issues, then fine

At the very least, can we do that for V3 of Zowe? I see that for V2 maybe there is nothing we can do without breaking things.

As unfortunate as it is, I believe we must do it for v2 and put a HOLD SMPE note for it. For backward compatibility, we could duplicate it into both datasets, but it really should be moved.
