Update the security descriptor file for z/OSMF Software Configuration Assistant (SCA) for Zowe z/OS Components #3767

To be able to provide full functionality for SCA, the definition file needs to be updated. The initial work has been done here #2409. The preliminary review showed that these definitions need to be added/updated:
