Backsyncs updates from v2.x/master to staging.

Notable changes:

build-test workflow updated to support new methods of building PSWI
doc comment in zowe.yaml
manifest.json.template updated to 2.16.0 to consolidate changes rather than opening another PR.

these changes were covered in another PR, our usual backsync is painful due to the different merge histories caused by squashing. closing this.
