`zwe support` should use `configmgr` #3871

Is your feature request related to a problem? Please describe. Customer is using combine config like FILE(asdf):FILE(qwer):PARMLIB(ZOWE.PARM(YAML)) zwe support is shell only and not able to process combine config.

Describe the solution you'd like Working command for zwe support -c 'FILE(asdf):FILE(qwer):PARMLIB(ZOWE.PARM(YAML))'
