Add default yaml file that is always included when using configmgr

Zowe has an issue where users are instructed to create a YAML configuration file, but are never instructed to change it upon upgrades. Even doing so would be inconvenient to them. It would be best to have a defaults file which has properties that apply when not overridden by a user. This doesn't eliminate upgrade issues, but reduces them to only those issues caused by bad overrides.

This feature can be used wherever configmgr is used. Or even without configmgr, by use of https://github.com/zowe/zowe-install-packaging/pull/3882
