Add Roadmap for 22PI4 #692

@balhar-jakub thank you for preparing the new directory. Do we want to be continually adding directories though as the quarter changes? I was thinking along the lines of naming it ROADMAP and indicating in the file itself the timeline that it represents. Please share your thoughts.

The idea is to have one directory and have the roadmap there.

It may make sense to name the latest always roadmap.pdf, and then the previous ones rename to the PI they belonged to.
