Prepare vNext for the preparations around the V3 Zowe #825

Move the V2-related page to the new location. Create data for the V3 content.

I see you moved the v2 content into a new folder and added some 'version' file. What does this mean for the users? Does it mean there is some version selection on the page so that they can still access the notes from v2 while also providing a way to see v3 content?

@1000TurquoisePogs : the change transitions the Vnext tab to prepare for V3 and there is information on that new page on how to navigate to any of the V2 pre-release information.

@1000TurquoisePogs There is no version selection. Right now, there is just a new page that is linked from the Previous Versions section of the vNext page.

The creation of the directory is maybe unnecessary as the intention is to have just the next and the current page.
