zss' LISTUSER permission not in ZWESECUR #649

Users run https://github.com/zowe/zowe-install-packaging/blob/v2.x/staging/workflows/templates/ZWESECUR.vtl to permit the STC to have most of the permissions it needs, but some are missing.

One is the IRR.RADMIN.LISTUSER needed for the /omvs API of zss.
