Provide better messages for ZIS error codes in ZWES1014I #717

Description

Some of the ZIS error codes can be confusing in the message ZWES1014I as reported in https://github.com/zowe/zowe-common-c/issues/320. We should write better messages with, possibly, actions that the user should take to resolve the issue.
