Do live-updating when the pref changes #1

We should observe the pref & unblock then re-process the blacklist & block as appropriate.

Observe the blacklist pref and update as needed without needing to restart or disable/enable. Closed by 1c57e1cfcc17b8eb91ecf622209e7579243eb56b.
