Installer does not detect existing installation running #207

What steps will reproduce the problem?
1. Install and run any version, I've seen this when 1.02.01 and 1.02.05
were previously installed.
2. Install any new/updated version, I just ran 1.3
3. The installation proceeds without any awareness or intervention that a
current version is already running. Last page of install wizard is to Run
PMS, if chosen the end result is two PMS running simultaneously.

What is the expected output? What do you see instead?

* Two simultaneous versions of PMS running simultaneously.
* Unsure if it negatively affects writing new files that may be in use
(locked), but no errors are reported

What version of the product are you using? On what operating system?

* WinXP SP2  Had 1.02.05 installed, just ran installer for 1.3

Just close it before installing
