[Localization] Russian resource bundle file charset is cp1251 should be ANSI. #221

Russian localization is good! But wrong charset encoding is used in 
file: net/pms/messages_ru.properties
Escaped unicode sequencies is more conventional/portable way.

I'm attached properly formated file: messages_ru.properties
