fix usb handling on windows@mingw
- rewrite usb scan/open/close handlers
- fix (https://sourceforge.net/p/sigrok/mailman/message/35009651/)
- windows claims have not been created correctly
replace hardcoded stuffs in sources with defines
add new maintainer (if you are agree with that)

Hi guys, the full 4032L driver including these fixes (and lots of cleanup/consistency stuff by me) is now merged in mainline libsigrok. Thanks a lot for your work! There may very well be more issues to fix etc., please post any additional changes are patches against the current libsigrok mainline, thanks!
