Channel notice: a full-width red box before channel.
Global notice: a full-width notice at top or bottom of whole listing.. Could be any color box, but red is default.
Put these <notice> tags in channels to show them all above the beginning of the channel row.

Put them in the <notices> <start> and <end> sections? to show them beginning or end of listings table.
