CI Updates

[Pheenoh]

• Cut over to new romhack version
• Create Github Action self hosted runner w/ TP images on it
• Remove TP image from docker container
• Add boot checks for different versions

Boot checks were added for all versions in #71

I'm okay with keeping tp on the docker images for now, but might revisit in the future
