SPEC file for PCLinuxOS #13

I have modified your SPEC file in order to build CDE 2.3.0 on PCLinuxOS 2018 MATE. I have tested the cde-pclos.spec file, it generates both a binary RPM that can be installed and a source RPM. After installation, CDE appears automatically in the GDM menu, and the desktop starts without trouble. Help, dtfile, dtcm are working. However, it seems that dtksh does not build. This could be because the build was done as root. I don't know if you are interested in a PCLinuxOS version since COPR is only working with Fedora and RHEL compatible systems. I send you a pull request anyway, you can ignore it if you prefer to keep the focus these systems. I have sent a copy of cde-pclos.spec to the CDE mailing list.

Thanks for the contribution. This is great work. I'm going to merge this now, but I'll likely pull items from this spec file for Fedora and CentOS. I would prefer a single spec file for all supported distributions, but that can come later.
