Description

Adding extended thread safe support to sysfs control functions. Adding sysfs read control to continually validate pwm state.

Resolutions

[x] Add linux command dispatch function
[x] Split error definitions for sysfs and pwm
[x] Split ioctl to read and write control functions with mutex locking
[x] Update unittests
[x] Implement PWM struct and initialization interface
