Replace gatttool with Bleak, change handles for Pavlok 3 #4

Hi, I found your project very interesting, and wanted to get it working with Windows (hence Bleak), and with my Pavlok 3 (hence the changed characteristic handles).

Hopefully there's still interest in this, and you could possibly test with older Pavlok models so I could get this working for a future project of mine which uses the PyPav2 library.
