It looks like CZ88 has been commercialized, and no longer provide publicly available offline database.

To get the latest qqwrt.dat, you need to follow their WeChat Official Accounts, then download a zip file whose name has a random prefix, then install a windows version software, the database file was stored in the installation directory.
