Setup remote environment for rates HTML cache download #12

Steps:

  1. Create a user that would have a DISPLAY var pointing to a xserver
  2. Create a script that would run XSERV on system boot
  3. Set a cron to run the download script as the newly created user

Issue is deprecated and the task is performed by a phantomjs library
