What steps will reproduce the problem?
1. Start Python(x,y) Home, click on "Remove plugins", or "refresh installed
plugin list".
2.
3.

What is the expected output? What do you see instead?
1. I expect "Remove plugins" to remove the select plugin, instead it just opens
up the Windows program uninstaller window, and the only option there is to
uninstall the whole Python(x,y).
2. I manually installed/updated plugins, and they do not show in the "Installed
plugins" list. Click the "refresh list" button does not do anything.
