Add scalebar to ODSS map canvas.

What steps will reproduce the problem?
Currently, there is no scalebar on the map. It will be useful for making quick 
inferences of distances between platforms, and correlation scales of scientific 
features (e.g. on satellite images)

What is the expected output? What do you see instead?
Depending on the zoom level, show a scalebar (will be cool, if it can be moved 
around on the map canvas)/ 

What version of the product are you using? On what operating system?
ODSS ECOHAB 2013 version. Mac OSX 10.7.5, Chrome Version 25.0.1364.172
